With wide professional experience as Technical and Commercial Director in engineering consulting companies, in the national and several international markets, including as most relevant Cape Verde, Angola, Mozambique, Djibouti, South Africa, Mali, Senegal, Swaziland, USA, Libya, Egypt, Qatar, Iran, Macau (PR China), Bulgaria, Romania, Turkey, Serbia, Hungary and Poland.

Over 20 years of knowledge of working conditions in foreign countries with multilateral funded projects, such as those from the World Bank, European Investment Bank and African Development Bank, performing planning, management, project, supervision and execution of a wide variety of infrastructures, including roads and highways, bridges, building, ports, airports, metros and railways, sanitation and water supply.

As International Coordinator, Director or Administrator, he was responsible for the development and implementation of international strategies of action for several countries, establishing objectives, coordinating work opportunities, guiding and managing local operations.

Managing contract administration issues, he has participated in launching tenders, evaluating proposals, pre-negotiating and negotiating contracts with Owners and Contractors, preparing final documents leading to the award of the contract, supervision and oversight including progress control, technical control, financial control, complaint evaluation and resolution.

Proven experience in developing and creating successful partnerships in international and multicultural environments, showing particular skills to communicate at all levels of stakeholders in different cultures.
